Sovereign Republic
If you will go to the Wikipedia page on basic forms of Government you will see all the different forms listed apart from One http://en.wikipedia.org/wiki/Form_of_government
The only thing close to a Sovereign Republic you can find from the list is a Republic. But if you go to the Republic page there is no mentioning of "Sovereign Republic" (together) but the word Sovereign is used in there. And if you are looking for Sovereignty you might find some interesting information in there
Some early states outside of Europe had governments that are sometimes today considered similar to republics. In the ancient Near East, a number of cities of the Eastern Mediterranean achieved collective rule. Arwad has been cited as one of the earliest known examples of a republic, in which the people, rather than a monarch, are described as sovereign.[28]
